Any implant that you toggle requires a cyberlink, if theres a button on your hud you'll need a cyberlink to activate it.
Cyberlinks come with three crew acquirable models, and one syndicate version

Terran Cyberlink | The security model of the 2.0, this thing is required for the security mantis blades and the combat arm, all of the fun things that any Roboticist is foaming at the mouth to get |
Cybersun Cyberlink | The syndicate model of the 2.0, required for nearly all of the illegal implants you can find on the market, you probably shouldnt have this! |
G.O.D | You really shouldnt have this, this is the admin version of the 2.0. If you somehow managed to acquire this (You bribed an admin, didnt you?) then good job! You can use any cybernetic in the game |
If you cant get your hands on a fancy cyberlink but still want to use the implants, all you need is the most basic model, and a little bit of effort! Thats where the Universal Connection Implant comes in, this nifty little thing will allow you to hack any implant to be compatible with your current cyberlink via a short pipe minigame where your objective is to get a light from one end to the other by rotating pipes
